My thought is, why should it matter, if she has been raised female and thinks of herself as female, that's what she is. (I am probably in the minority, as my son is transgendered, and I think of gender much more fluidly than most people do.)
The Federations have to keep a physical level of parity with other athletes. They view it more like doping, which I'd be more inclined to think was happening.
Even so, the fail of their handling of this situation is just mind boggling. The poor girl.
